Color temp -vs- strobe output level

"All strobe units (maybe except high end packs) lower in color temp as they are decreased from FULL power down to MINIMUM. This,at a rate of 120*K/stop."
For pack user in the forum and shooting with digital, do you find this is true even when you use custom WB setting, such as setting color temp. correctly to match with your flash head?
After looking some of my photos shot from same session, same softliter 2, same custom WB/color temp WITH different power output, I do see some color shift between images.
So I would like to know what is your thought on this.
