It all comes down to these: communication and planning.

Jim, you are correct about other kind of testing. Here are the topics should be discussed and brought up prior to the agreement from both sides:

The photographer should tell the model what does he/she has in mind for the shoot (theme, style and look) and what he/she testing for, such as testing new equipments, new lights/lighting, new look/style and roughly how long the shoot will take. From the model is the “test” is for looks, style/makeup/clothing.

If either side doesn't tell the other before both agree on the "testing" session, or throw a curve ball during the shoot (oh yeah, heard about story like that before from both sides), then I don't think it is right for either one holdup the other person and his/her time.

As for net model vs. agency model... it's like photographers, some want to shoot for big time, top models and some just enjoy the photography as a hobby and do it for fun. I think it goes the same for the model (even wannabe). Qualities are different between the two groups? Oh yeah, of course, after all, models with agency are for commercial purproses, they NEED to meet all the "industry standards". Having an agent/director on their butts, it means the model can't screw anything up (agent/director does it to protect their modeling agency's image too) Does it mean that net or freelance models are less in quality? Not at all, maybe they are not the typical, meet the industry standard type of models.
