Revise your statement to better illustrate your need to prevent theft of bandwidth instead of images. Theft of bandwidth is a criminal act and a copyright violation. Do you have a log file analyzer? You can identify exactly who is stealing your bandwidth and pursue them legally. They would get to pay you for damages and go to prison. You get the PA do do the footwork. Computer crimes division usually.

I will now 'invent' a solution that does not bother firewalls at all and is a solution and not a work around.Did I mention that I knew software design extremely well? That will soon be obvious.

It would only require a 'cron' job to look at your log files regularly and compare the requested JPGs and HTML files. {cron} is a time-based scheduling service in Unix and Unix-like operating systems. Every X minutes it can read the log files and compare the HTML requests to the JPG file request of the pages you decide or could use a triggering ratio. Now after it finds an IP that requests only JPG files or triggers the action threshold, it can build a txt file of the filenames. It would then refer to a cross reference of the HTML files that use those JPGs and revise the JPG file names on both the files and the HTML that use them. It could be done from a cross-reference or by just reading each HTML file and operating on each of them. This would make the site request a nonexistent file name and actually break their site and email you a report.

*POOF* Bandwidth theft problem solved.
I can write the software in any language you are able to run, but I would charge $50/hr and estimate it to take 15 to 20 hours and almost three weeks to complete. I am financially independent but broke. Ha!
Reading this post any programmer can write the software. Just have them put in that this idea was invented by Curtis Neeley Jr.
I usually only irritate on forums and hope that is not all I have done to you.
*POOF* Your bandwidth theft problem solved.
